Operation Policy

NeonPocket Co., Ltd. (the “Company”) applies this Operation Policy so that fans and creators may use messages, chats, content, support features, donation-like features, and other paid communication functions within the RallyCat service in a trusted environment.

This Operation Policy applies together with the RallyCat Terms of Service, and Members must comply with this Operation Policy when using the Service.

If a Member violates this Operation Policy, the Company may take necessary measures, including deletion of content, exposure restriction, function restriction, payment restriction, Rally use restriction, account restriction, restriction of Creator privileges, restriction of monetization functions, suspension of settlement, or reporting to relevant authorities.

Article 1. Purpose

The purpose of this Operation Policy is to set forth the basic use standards, prohibited acts, content standards, reporting and sanction standards, and the Company’s operational principles for creating a safe communication environment within the RallyCat service.

Article 2. Scope of Application

This Operation Policy applies to all Members who use the RallyCat service.

  1. General Members

  2. Fans

  3. Creators

  4. Applicants for Creator account conversion

  5. Any other persons who use services provided by the Company

For Creators, separate policies prescribed by the Company, including Creator Activity Policy, Monetization Policy, Content Sales Policy, Settlement Policy, and Payment and Refund Policy, may additionally apply.

Article 3. Basic Principles of Use

Members must comply with the following basic principles when using the RallyCat service.

  1. Members must respect other Members and Creators.

  2. Members must not engage in any act that causes discomfort, threats, sexual humiliation, emotional harm, or economic harm to others.

  3. Members must use messages, chats, content, support features, and donation-like features within the Service for their intended purposes.

  4. Members must not force or induce external payments, private transactions, exchange of contact information, or movement to external messengers.

  5. Members must not engage in acts that undermine trust in the Service, including false information, impersonation, fraudulent payments, abuse of reporting, or abuse of refunds.

  6. Members must not engage in acts that violate the Company’s policies, applicable laws, app market policies, or public order.

  7. Members must respect the reporting, blocking, filtering, monitoring, sanctioning, and customer support procedures provided by the Company and must not bypass or interfere with them.

  8. Members must use paid functions, content, messages, chats, support, and donation-like features within the payment and service structure permitted by the Company.

  9. Members must respect the content, likeness, personal information, privacy, and intellectual property rights of Creators and Fans.

Article 4. Prohibited Acts

Members must not engage in any of the following acts:

  1. Misusing another person’s personal information, account, payment method, or authentication method

  2. Registering false information or impersonating another person

  3. Using abusive language, defamation, insults, reputational harm, threats, harassment, or stalking

  4. Sending messages or content that constitute sexual harassment or cause sexual humiliation

  5. Posting or transmitting obscene, sexually suggestive, hateful, violent, illegal, fraudulent, gambling-related, drug-related, self-harm-promoting, or inappropriate content targeting children or adolescents

  6. Requesting or disclosing another person’s personal information, contact information, address, account number, or private information

  7. Inducing external payment, bypass transactions, personal account transfers, or transactions outside the Service

  8. Repeatedly requesting or inducing movement to external messengers, personal contact information, or social media

  9. Using advertisements, promotions, spam, phishing, automated programs, macros, crawling, or similar methods without the Company’s prior consent

  10. Infringing the intellectual property rights, reputation, credit, personal information, portrait rights, or other rights of the Company or any third party

  11. Abusing payment cancellation, refund, reporting, or blocking functions

  12. Requesting or inducing Creators or Fans to engage in monetary transactions, content sales, paid communication, support, or settlement outside the Service

  13. Infringing or attempting to bypass the security, systems, data, algorithms, recommendation structures, or operation methods of the Service

  14. Interfering with the Company’s operation, review, sanction, or reporting procedures

  15. Posting, transmitting, selling, requesting, or inducing illegal or harmful content, including illegally filmed materials, manipulated visual materials, child or adolescent sexual exploitation materials, or deepfake sexual crime materials

  16. Any other act deemed inappropriate by the Company or in violation of applicable laws, the Terms of Service, or this Operation Policy

Article 5. Message and Chat Use Standards

Members must respect the will and rights of the other party when using message and chat functions.

The following messages or chats may be restricted:

  1. Abusive, derogatory, mocking, or insulting expressions

  2. Repeated contact, obsessive messages, or stalking-like conversations

  3. Expressions that cause sexual humiliation

  4. Invasion of privacy or requests for personal information

  5. Content that forces or repeatedly requests external contact information, external messengers, or personal social media

  6. Content that induces external payment, personal account transfers, or bypass transactions

  7. Content that forces Creators to reply, meet, perform specific actions, or form private relationships

  8. Content that forces or pressures Fans to make payments, provide support, purchase content, or engage in external transactions

  9. Content that induces or promotes illegal acts, fraud, gambling, prostitution, drugs, self-harm, or similar acts

  10. Other content deemed inappropriate by the Company for service safety and user protection

The Company may apply technical and administrative measures, including keyword filtering, automated detection technologies, report-based review, and manual monitoring, to detect inappropriate messages, harmful expressions, inducement of external payments, sexual expressions, requests for personal information, spam, and fraudulent messages.

If serious violations are confirmed or suspected, including illegally filmed materials, inappropriate content targeting children or adolescents, suspected sexual crimes, stalking, threats, fraud, or personal information infringement, the Company may restrict the relevant message or chat function without prior notice and, where necessary, report to relevant authorities or preserve related materials.

Article 6. Content Posting and Sales Standards

Members and Creators must comply with applicable laws, third-party rights, and the Company’s Operation Policy when posting or providing content within the Service.

The following content may be restricted from posting, transmission, sale, or exposure:

  1. Obscene or sexually suggestive content

  2. Content involving sexual acts, excessive exposure, or sexual humiliation

  3. Content harmful to children or adolescents or inappropriate content targeting children or adolescents

  4. Hateful, discriminatory, violent, threatening, or self-harm-promoting content

  5. Content that induces illegal acts, fraud, gambling, drugs, prostitution, compensated dating, or similar acts

  6. Content that infringes another person’s personal information, portrait rights, copyrights, trademarks, or other rights

  7. Content involving false information, impersonation, defamation, insults, or harassment

  8. Content that induces external payment, bypass transactions, or exchange of personal contact information

  9. Content that does not comply with the purpose of the Service or app market policies

  10. Other content deemed inappropriate by the Company

The Company may apply technical and administrative measures, including keyword filtering, image, video, and text-based automated detection, report-based review, and manual monitoring, to prevent the posting, sale, or exposure of inappropriate content.

If a Creator sells paid content or provides paid communication functions, the Creator must faithfully perform the displayed content, price, provision conditions, and promised matters.

Creators must not sell content or services that they do not intend to provide or are unable to provide, or induce Fans to make payments through false, exaggerated, or deceptive expressions.

Members must not store, reproduce, distribute, transmit, sell, create derivative works from, or leak outside the Service any content of Creators or other Members without permission from the Company or the rights holder. Such acts may constitute infringement of copyright, portrait rights, personal information, or other rights, and the Company may take necessary measures, including account restriction, settlement restriction, legal action, or reporting to relevant authorities.

Article 7. Restrictions on Adult and Sexually Suggestive Content

RallyCat prohibits adult and sexually suggestive content in principle.

Members must not engage in any of the following acts:

  1. Explicit depiction of sexual acts

  2. Excessive exposure or expressions causing sexual humiliation

  3. Inducement of prostitution, compensated dating, or sexual services

  4. Inappropriate expressions targeting minors, children, or adolescents

  5. Sale or request of sexual conversations, images, videos, audio, or content

  6. Requesting sexual messages, photos, videos, or audio from another party

  7. Creating, posting, transmitting, selling, requesting, or inducing illegally filmed materials, manipulated visual materials, child or adolescent sexual exploitation materials, or other equivalent illegal or harmful content

If adult or sexually suggestive content or related conduct is confirmed, the Company may delete the relevant content or restrict account use without prior notice.

RallyCat currently does not allow adult or sexually suggestive content in principle. If the Company establishes a separate policy for age-restricted content or adult-oriented content in the future, the Company may apply necessary age verification and access restriction procedures, including identity verification, date of birth verification, age declaration, and access restrictions, in accordance with applicable laws, app market policies, and service policies.

Article 8. Prohibition of External Transactions and Bypass Payments

Paid functions within RallyCat, including paid messages, content, support features, donation-like features, and Rally use, must be used only within the payment and service structure provided or permitted by the Company.

Payments related to digital content or digital services used within the app, including paid content, paid messages, chats, support features, donation-like features, Rally purchases, and Rally use, must be made in accordance with app market policies, applicable laws, and payment procedures designated by the Company.

Members must not use or induce others to use paid functions within the Service through external payment methods, external links, personal bank accounts, external platforms, QR codes, coupons, cryptocurrency, or any other bypass methods not permitted by the Company.

Members must not engage in any of the following acts:

  1. Requesting personal account transfers

  2. Sending external payment links

  3. Inducing the sale of content outside the Service

  4. Inducing paid communication through external messengers or social media

  5. Bypass transactions intended to avoid Rally use

  6. Attempting to bypass the Company’s fee, settlement, or payment structure

  7. Requesting support, payment, or settlement outside the Service from Fans or Creators

  8. Directly or indirectly providing external platform names, personal bank accounts, payment links, open chat rooms, direct messages, or personal social media to induce payments

  9. Using expressions that imply bypass payments, such as “cheaper outside the app,” “discount if you contact me privately,” “ask separately,” or “check the link in my profile”

  10. Informing users that paid content or paid communication will be provided outside the Service

  11. Inducing Fans or Creators to move outside the Service for the purpose of avoiding the Rally, payment, fee, or settlement structure designated by the Company

If an external transaction or bypass payment is suspected, the Company may restrict relevant messages, content, accounts, payments, or Rally use.

Article 9. Payment, Refund, and Dispute Operation Standards

Specific matters concerning payment, withdrawal of offer, cancellation, and refund for Paid Services, Rally purchases, content purchases, paid messages, chats, support features, and donation-like features shall be governed by the Company’s Terms of Service, Payment and Refund Policy, and in-service notices.

Members must not use payment cancellation, refund requests, reporting, or blocking functions for improper purposes.

The following acts may be deemed payment or refund abuse:

  1. Repeatedly requesting refunds after viewing or using paid content

  2. Unfairly requesting payment cancellation or refund after using paid messages, chats, support features, or donation-like features

  3. Requesting refund or dispute handling based on false reasons

  4. Engaging in payment method theft, fraudulent payment, or abnormal transactions

  5. Abusing refund procedures of app markets, payment service providers, card companies, or the Company

  6. Using refund, reporting, or blocking functions to pressure Creators or Fans

If payment or refund abuse is suspected, the Company may take necessary measures, including payment restriction, Rally use restriction, refund restriction, transaction cancellation, account restriction, or suspension of Creator settlement.

Where the Company acts as an intermediary in transactions between Creators and Fans, the Company may provide necessary notices in accordance with applicable laws. If a Creator constitutes a seller or mail-order seller under applicable laws in relation to the provision of paid content or Paid Services, the Creator must comply with obligations under applicable laws and the Company’s policies.

Article 10. Reporting and Blocking

Members may report inappropriate messages, content, accounts, transactions, or conduct discovered during use of the Service through the method designated by the Company.

Members may use the blocking function to restrict communication with another party they do not wish to interact with.

After reviewing a report, the Company may take the following measures where necessary:

  1. Deletion of content

  2. Restriction of messages or chats

  3. Restriction of content exposure

  4. Account warning

  5. Restriction of functions

  6. Restriction of payment or Rally use

  7. Temporary or permanent account suspension

  8. Restriction or revocation of Creator privileges

  9. Restriction of monetization functions or suspension of settlement

  10. Reporting to relevant authorities or preservation of materials

  11. Other measures necessary for service safety

When a report is received, the Company shall promptly review the report by considering the content of the report, severity of the violation, possibility of harm, and urgency. The Company shall endeavor to provide the processing result or progress status within seven business days after receiving the report.

However, serious violations, including illegally filmed materials, inappropriate content targeting children or adolescents, sexual crimes, threats, stalking, fraud, or personal information infringement, may be subject to necessary measures without delay, including deletion, blocking, function restriction, or account restriction.

In the course of handling reports, the Company may limit all or part of the detailed reason or processing result to protect victims, service security, personal information of other Members, requests from relevant authorities, or prevention of additional harm.

Article 11. Prohibition of Reporting Abuse

Members must not use the reporting function for improper purposes.

The following acts may be deemed reporting abuse:

  1. Reporting based on false facts

  2. Reporting for retaliatory purposes

  3. Repeated reporting intended to harass a specific Member or Creator

  4. Malicious reporting of normal content or messages

  5. Reporting intended to interfere with the activities of a competing Creator or specific account

If reporting abuse is confirmed, the reporting Member may also be subject to measures such as warning, restriction of reporting functions, or account use restriction.

Article 12. Sanction Standards

If a Member violates the Terms of Service or this Operation Policy, the Company may take the following measures by considering the content, severity, repetition, scale of harm, and impact on service operation of the violation:

  1. Notice or warning

  2. Deletion or private processing of content

  3. Restriction of content exposure

  4. Restriction of message or chat functions

  5. Restriction of certain functions, including reporting, blocking, comments, or content posting

  6. Payment restriction

  7. Rally use restriction

  8. Temporary account suspension

  9. Permanent account suspension

  10. Membership termination

  11. Restriction, suspension, or revocation of Creator privileges

  12. Restriction of monetization functions

  13. Suspension, deduction, or restriction of settlement

  14. Sales restriction due to violation of paid content or paid communication provision obligations

  15. Transaction cancellation for suspected refund abuse or fraudulent payment

  16. Reporting to relevant authorities or submission of materials where violations of laws related to mail-order sales, e-commerce, copyright, personal information, youth protection, or similar matters are suspected

  17. Legal action or claim for damages

Article 13. Cases Where Immediate Restrictions May Be Imposed

The Company may immediately restrict use of the Service without prior notice in any of the following cases:

  1. Where inappropriate conduct targeting children or adolescents is confirmed or suspected

  2. Where crimes such as sexual crimes, fraud, threats, stalking, or personal information infringement are suspected

  3. Where illegal or harmful content, including illegally filmed materials, manipulated visual materials, or child or adolescent sexual exploitation materials, is confirmed or suspected

  4. Where fraudulent payment, payment method theft, or refund abuse is suspected

  5. Where external payment or bypass transaction is confirmed or suspected

  6. Where a Member attempts to infringe or bypass service security, systems, data, or algorithms

  7. Where harm has occurred or is likely to occur to multiple Members

  8. Where urgent measures are required under applicable laws, app market policies, or requests from relevant authorities

  9. Where the Company determines that immediate action is necessary for service safety and user protection

Article 14. Objection

If a Member objects to a sanction imposed by the Company, the Member may file an objection through the customer center or the inquiry function within the Service.

When the Company receives an objection from a Member, it shall endeavor to provide the processing result or progress status within seven business days from the date of receipt.

However, the processing period may be extended where fact-checking, cooperation with relevant authorities, victim protection, or review of additional materials is required.

In the following cases, objection handling or detailed explanation may be restricted:

  1. Where victim protection is necessary

  2. Where disclosure is difficult for service security reasons

  3. Where there is a request from relevant authorities, including investigative agencies, courts, or supervisory authorities

  4. Where there is a risk of infringing the personal information or rights of other Members

  5. Where there is a risk of evasion of sanctions or additional harm

Article 15. Creator Operation Standards

Creators must engage in activities based on trust with Fans and comply with the Company’s service structure and Operation Policy.

Creators must not engage in any of the following acts:

  1. Requesting or inducing external payment, personal transfers, or external support from Fans

  2. Repeatedly requesting Fans to move to external messengers, personal contact information, or social media

  3. Forcing or pressuring Fans to make payments, purchase content, use support features, or use donation-like features

  4. Inducing Fan payments through false content, exaggerated promises, or deceptive expressions

  5. Selling or inducing paid content or paid communication without the actual intent to provide it

  6. Posting or selling sexual, illegal, hateful, or violent content

  7. Bypassing the Company’s settlement, fee, or payment structure

  8. Using another person’s content, likeness, trademarks, or copyrighted works without authorization

  9. Requesting Fan personal information or collecting such information outside the Service

  10. Any other act that undermines trust in the Service as a Creator

  11. Failing to faithfully perform displayed content, provision conditions, price, scope of provision, or promised matters related to paid content, paid messages, chats, support features, or donation-like features

  12. Selling or inducing the sale of content or services that the Creator does not intend to provide or is unable to provide

  13. Inducing payments, content purchases, support, or use of donation-like features through false, exaggerated, or deceptive expressions that may mislead Fans

  14. Operating the Service in a manner that repeatedly causes refunds, disputes, reports, or rights infringements

If a Creator provides paid content or paid communication functions, the Creator must ensure that the content displayed to Fans does not differ from the content actually provided. If repeated non-provision, false provision, or disputes are confirmed, the Company may take measures such as restriction of content sales, restriction of monetization functions, suspension of settlement, or revocation of Creator privileges.

Article 16. Fan Use Standards

Fans must respect the other party when communicating with Creators.

Fans must not engage in any of the following acts:

  1. Forcing Creators to reply, meet, provide personal contact information, or form private relationships

  2. Sending repeated messages, obsessive messages, or threatening messages

  3. Requesting sexual conversations, images, videos, or audio

  4. Requesting a Creator’s personal information, address, contact information, or private information

  5. Making unfair demands on Creators on the grounds of payment

  6. Abusing refund, reporting, or blocking functions to pressure Creators

  7. Storing, reproducing, distributing, or selling Creator content without authorization

  8. Requesting monetary transactions, meetings, or private contact from Creators outside the Service

  9. Any other act that infringes the safety or rights of Creators

  10. Storing, reproducing, capturing, recording, distributing, selling, sharing, or posting Creator content on external platforms without authorization

  11. Using Creator content for AI training, derivative works, commercial use, or other purposes beyond the originally permitted scope

  12. Using Creator content or likeness to impersonate, spread false information, defame, or infringe rights

If a Fan stores, reproduces, distributes, sells, shares, or posts Creator content on external platforms without authorization, such conduct may constitute infringement of copyright, portrait rights, personal information, or other rights, and the Company may take measures including account restriction, content use restriction, legal action, or reporting to relevant authorities.

Article 17. Abuse and Security

The Company may monitor abuse and security threats to protect the stability and trust of the Service.

The following acts are prohibited:

  1. Use of automated programs, macros, bots, or crawling

  2. Abnormal account creation or mass registration

  3. Payment method theft or fraudulent payment

  4. Abuse of refund, reporting, blocking, or event functions

  5. Detection, attack, bypass, or modification of system vulnerabilities

  6. Unauthorized collection, reproduction, storage, or sale of data

  7. Building an external database of service information without the Company’s approval

  8. Attempting to manipulate the Company’s recommendation, exposure, settlement, or Rally use structure

  9. Bypassing or interfering with the Company’s filtering, monitoring, report handling, or sanction systems

Article 18. Customer Center and Contact Information

Members may submit inquiries, reports, objections, personal information requests, or rights infringement requests arising from use of the Service through the customer center designated by the Company or the inquiry function within the Service.

The Company shall provide information on the customer center, inquiry function, or email address within the Service so that Members can easily contact the Company.

The Company shall process submitted inquiries sequentially according to the content, urgency, and need for fact-checking, and may prioritize urgent matters for service safety or user protection.

Article 19. Policy Changes

The Company may change this Operation Policy for reasons including applicable laws, app market policies, service operation needs, or creation of a safe use environment.

If the Company changes this Operation Policy, it shall notify Members through notices within the Service, notifications, email, or any other method designated by the Company.

For important changes to this Operation Policy, the Company shall endeavor to provide notice at least seven days prior to the effective date. However, for changes that are unfavorable to Members or have a material impact, the Company may provide notice at least 30 days prior to the effective date in accordance with applicable laws or obtain separate consent where necessary.

If immediate changes are necessary due to laws, app market policies, urgent security measures, service safety, or user protection, the Company may notify Members without delay after making such changes.

The changed Operation Policy shall apply from the notified effective date. If a Member does not agree to the changed Operation Policy, the Member may discontinue use of the Service and request membership withdrawal.

This Operation Policy shall take effect on June 1, 2026.
